ARTICLE I: Name of organization

Student Environmental Action Coalition
 
 

ARTICLE II: Affiliation with other groups

 The Student Environmental Action Coalition is not affiliated with any other groups.

 

ARTICLE III: Purposes, aims, and functions

 The Student Environmental Action Coalition (SEAC) is an unincorporated, not-for-profit organization composed of SUNY-Stony Brook students, faculty, and staff who are interested in the conservation of natural resources. SEAC will conduct educational and community service activities in order to raise awareness of the need for natural resource conservation within the SUNY-Stony Brook and Three Village communities.

 

ARTICLE IV.a: Membership

 Membership in SEAC is voluntary and shall be open to, though not limited to, all undergraduates who have paid a Student Activities Fee (hereinafter SAF).

 
ARTICLE IV.b: Non-Discrimination

 Membership in SEAC is voluntary and shall be open to all SUNY-Stony Brook students, faculty, and staff, without discrimination with respect to race, color, creed, religion, national or ethnic origin, sex, sexual preference, age, marital status, citizenship, or handicap. Members are required to complete a membership form and file it with the secretary. With unwavering commitment, SEAC upholds the Affirmative Action/Equal Opportunity guidelines advanced by the office of Civil Rights.

 

ARTICLE V: Officers

 All officers must be undergraduates who have paid a SAF. The officers of SEAC shall be: President, Vice-President Treasurer, Secretary, to be elected by the membership at the last meeting of the spring semester.  Each shall maintain a B- average (2.5) or better.

 

ARTICLE VI: Advisor

 The advisor of SEAC shall be a member of the SUNY-Stony Brook faculty.

 

ARTICLE VII: Meetings

 Meetings will be held regularly on the SUNY-Stony Brook Campus.

 

ARTICLE VIII: Quorum

 The presence of 5 members at a meeting shall constitute a quorum sufficient for the transaction of all SEAC business.

 

ARTICLE IX: Recall and Referendum

 All official actions of SEAC, including sponsorship or endorsement of events, must be approved by a simple majority of the members present at a meeting. These votes may be proposed by any member and shall be called by President. The results of such a vote shall be tallied and announced by the secretary.

If a member deems that an officer is guilty of gross negligence or misconduct, he or she may propose a vote of recall during a regular meeting. This vote shall be by secret ballot at the next meeting and a 2/3 majority of all members present must vote in favor for the recall to be effective.

 

ARTICLE X: Amendments

 Any member proposing an amendment to this constitution must submit it to the Secretary who is responsible for bringing it to the attention of all members. The amendment must be discussed at the next regular meeting and voted on at the following meeting. A 2/3-majority vote must approve any amendment in order for it to be incorporated into this constitution.

 

ARTICLE XI: Ratification

 This constitution must be approved by a 2/3 majority of all members present at the first SEAC meeting of 1998 in order to take effect.

 

ARTICLE XII: Contract Clause

 As a Polity Student Association recognized club/organization, we fully acknowledge that we are not permitted to enter any contractual obligation with any outside organization (from SUNY at Stony Brook).

 
ARTICLE XIII: Dissolution Clause

 SEAC shall dissolve upon two internalized conditions:  (1) upon a unanimous vote by all members present at a weekly meeting and (2) in the event that meeting times become so rare that no meeting has taken place within a consecutive three week period.


Bylaws of the
Student Environmental Action Coalition(SEAC)

 

A. MEMBERSHIP

 Those persons who have attended at least one meeting of the group and who have submitted their names, addresses, phone numbers, and email addresses on an official membership form to the secretary of SEAC shall be considered regular members, and shall be the only persons allowed to vote at meetings.

 

B. DUES

 No dues shall be charged from members.

 

C. DUTIES OF OFFICERS

The president shall be the official contact person for SEAC, and shall be responsible for setting the agenda at meetings, maintaining order at meetings, and calling for votes at meetings.

The vice-president shall serve as president pro tempore in the event that the president is unable to discharge his/her duties.

The secretary shall be responsible for maintaining the membership list of SEAC, and is also responsible for taking the minutes of a meeting and distributing copies of those minutes to all members who wish to have a copy.

The treasurer shall be responsible for the management of the finances and financial records of SEAC.

 

D. ORDER OF BUSINESS

 The ordinary order of business at meetings shall be:

          1. Introduction of all members present.

          2. Explanation of SEAC to all newcomers.

3. Announcements.

4. Any guests who have been invited by members to speak may do so.

5. Discussion and planning of official SEAC activities.

 

E. RULES OF ORDER

The President shall call on people to speak in the order set by the agenda and shall allow time for members to discuss each agenda item. Members wishing to discuss agenda items shall raise their hands and speak only when recognized by the President. Any member may propose a vote on any official action at any time. The President must call for all votes, which shall be by a show of hands, except the elections or recall of officers, which shall be by a secret ballot. The secretary is charged with tallying and announcing the results of all votes.

 

F. OBSERVANCE OF OTHER LAWS

SEAC shall obey all local, state, and federal laws and the SUNY-Stony Brook University Campus Code of Conduct.

 SEAC is prohibited from engaging in any action or situation which recklessly or intentionally endangers mental or physical health or involves the forced consumption of liquor or drugs for the purposes of initiation to or affiliation with SEAC.

 

G. AMENDMENT OF BY-LAWS

The procedure for amendment of the by-laws shall be identical to that for amendment of the constitution, except that only a simple majority vote is required for passage of an amendment to the by-laws.

 

H. RATIFICATION OF BY-LAWS

These by-laws must be approved by at least 1/2 of all members present at the first SEAC meeting of 1998 in order to take effect.
