EFA Constitution

Constitution of the Enduring Freedom Alliance

 Article I:          Name

The name of this organization shall be the Enduring Freedom Alliance referred to as EFA in this constitution. This organization is named in honor of those who fought and continue to fight to protect our liberties in the world.

Article II:        Purpose

To provide an outlet for the students of the Stony Brook community to voice their support for the founding principles of this nation, the United States of America. It shall be a non-partisan organization which promotes trust in our system of government, and to support our leaders and armed forces, who protect our freedoms from those who wish to deny them in this world. It shall not promote blind obedience but, instead a reduction of the cynicism that we view today among many. A main purpose of the EFA shall be to publish The Patriot, a newspaper dedicated to raising awareness of student issues, and conservative and libertarian ideals within the campus community.

Article III:      Membership

A.        Any student of Stony Brook University who is a member of the Undergraduate Student Government, and is in good academic standing may join this organization.

B.         Regular members shall consist of any student who requests to join the EFA and shall be placed on the membership rolls by the Secretary and added to the mailing list.

C.        Active members shall consist of regular members who have fulfilled the
following requirements:

(1)        He or she has attended at least two (2) meetings in a single semester during the academic year; or

(2)        has dedicated significant time to the advancement of club goals by writing and having published at least two (2) articles for The Patriot per semester, or is presently serving as a member of the editorial board.

D.        Failure to fulfill active member duties for a period of one semester shall result in the automatic loss of active membership status.

Article IV:       Officers & Executive Board

Section 1.        Executive Board Authority

The executive power shall be vested in one Executive Board, for a term of one year, which shall consist of the officers herein described.

Section 2.        The Presidency

A.        The President of the EFA shall be the official representative of the organization and will preside over all general and Executive Board meetings that he or she is present at; and

B.         shall oversee and provide advice for special events that the organization wishes to execute.

1.         Special events shall consist of, but not be limited to, guest speakers, public demonstrations, rallies, and club trips.

C.        The President shall also have the power to appoint chairs of the various committees with the advice of the Executive Board, and to establish presidential committees.

D.        The President shall have the power to appoint and dismiss The Patriot Editor-in-Chief.  The President may appoint him or herself as Editor-in-Chief. The decision to dismiss The Patriot Editor-in-Chief may be overridden by a three-fifths vote of The Patriot editorial board.  The President shall consult with the editorial board about the performance of the Editor-in-Chief if the editorial board deems it necessary.

Section 3.        Vice President

A.        Any meetings at which the attendance of the President of the EFA is called for, but at which the President is not in attendance, shall be chaired by the Vice President.

B.         The Vice President shall be responsible for carrying out tasks and duties delegated to him or her by the President

C.        The Vice President shall have the responsibility for special events that the organization wishes to execute.

D.        In Case of the Removal of the President from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, the Vice President shall become President until a special election can be held.

Section 4.        The Secretary

A.        The Secretary shall take minutes and attendance at all meetings and shall maintain records for the club.

B.         The Secretary shall maintain accurate and up-to-date membership rolls and mailing list.

C.        The Secretary shall be the publicist for the EFA.

D.        The Secretary shall be responsible for carrying out tasks and duties delegated to him or her by the President.

Section 5.        The Treasurer

A.        The Treasurer shall keep detailed records of all transactions involving EFA funds and shall from time to time, or upon request, submit a report to the President and the Executive Board, or any active member.

B.         The Treasurer shall be invited to submit a report on the club's finances to the general meeting from time to time.

C.        The Treasurer shall be responsible for carrying out tasks and duties delegated to him or her by the President.

Section 6.        General Duties and Responsibilities of the Executive Board

A.        The Executive Board shall have the primary responsibility for the operation of clubs activities in order to achieve the purposes of the club.

B.         The Executive Board shall have the power to establish committees and inferior boards necessary and proper to fulfill its purposes.

C.        That all power is vested in, and consequently derived from, the membership; that the Executive Board is their trustee and servant and at all times amenable to them.

D.        The Executive Board shall meet upon the request of 2 members of the Executive Board at a time and place of their choosing.

E.         The President shall chair the Executive Board meetings.

Article V:        The Patriot

Section 1.        The Patriot Editor-In-Chief

A.        The Patriot Editor-in-Chief shall have the responsibility for the publication and distribution of The Patriot newspaper.

B.         The Patriot Editor-in-Chief shall have the power to establish and remove the paper's editorial board and staff and shall have the power to delegate responsibilities as necessary to ensure the timely publication and distribution of The Patriot, and shall consult with the editorial board in the fulfillment of these duties.

Article VI:      General Meetings

A.        The EFA shall hold general meetings as scheduled by the Executive Board, but no less than once a month.

B.         Only active members shall be permitted to vote.

C.        Members may propose any issue/business they wish at general meetings and be voted on no later than the following general meeting provided that the issue/business does not contradict the powers and authorities delegated by this Constitution.

D.        There shall be a minimum of a two (2) days notice of all general meetings of the EFA during the academic year.

Article VII:     Elections

A.        Regular elections shall take place once a year at either the second-to-last general meeting, or the last general meeting, of the spring semester.

B.         All active members of the EFA, including the Executive Board, shall have one equal vote.

C.        No individual shall run for the position of President unless he or she has been a member of the EFA for one prior semester to the semester when he or she would run for office.  Any active member may run for Vice-President, Secretary, or Treasurer.

D.        There shall be no online absentee balloting, but a written absentee balloting system may be provided for at the Executive Board’s discretion.

E.         If any elected office shall become vacant there shall be a special election within one month to fill it during the academic year.

Article VIII:   Impeachment

A.        Any elected officer of the EFA may be brought up on articles of impeachment for dereliction of duty by acting with a total disregard for his/her office, and the ideals it represents as stated in the purpose of the Constitution.

B.         Following a two-thirds vote of impeachment in a general meeting, and upon a two-thirds vote at the following meeting, the officer shall be removed.

Article IX:      Amendments

A.        Amendments to this Constitution may be introduced by any member of the
general membership of the EFA and must be submitted to the Secretary in
writing at the general membership meeting.

B.         The entire membership of the EFA shall be notified of a vote three business days before the actual vote is to take place.

C.        A two-thirds vote of the active members present is necessary for the passage of any proposed amendment.

Article X:        Ratification

A.        This Constitution shall come into force immediately upon its passage in accordance with the amendment process provided for in the Constitution of the EFA.

B.         All members that have attended two meetings in the previous two semesters
shall immediately be considered active members with full voting privileges.

C.        The current officers of the EFA shall retain their position for the remainder of the Executive Board's term.

Article XI:       Dissolution

In the event of the dissolution of this group, all USG funds and assets of this
organization shall revert to the USG.
